To the Medical Insurance Bureaus, People's Procuratorates, Public Security Bureaus, Finance Bureaus, Health and Family Planning Bureaus of all districts and cities, relevant departments of national development zones and Nanhai New Area, and the Municipal Medical Insurance Center:        

We hereby forward to you the "Notice on Forwarding the Notice of the National Medical Insurance Bureau, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Finance, and the National Health Commission on Carrying out Special Remediation Work to Combat Fraud and Insurance Fraud in the Medical Insurance Field" (Lu Medical Insurance [2023] No. 31) jointly issued by the Shandong Provincial Medical Insurance Bureau, the Shandong Provincial People's Procuratorate, the Shandong Provincial Public Security Department, the Shandong Provincial Finance Department, the Shandong Provincial Health Commission and other five departments. Please earnestly improve your political stance, thoroughly implement the decisions and arrangements of the superiors, give full play to the functional advantages of various departments, focus on the key points of special remediation, further strengthen big data supervision, strengthen publicity and exposure and public opinion monitoring, further consolidate the collaborative responsibility of departments, promote the sharing of information clues and the interconnection of case investigation and handling, comprehensively use judicial, agreement, administrative penalties and other methods to increase the joint punishment of illegal and irregular acts, ensure that all cases suspected of illegal and disciplinary violations are handed over and transferred, promote the fight against fraud and insurance fraud, and correct unhealthy practices and corruption in the medical field.        

The municipal medical insurance, procuratorial, public security, finance, and health departments will establish and improve the evaluation and assessment mechanism. The Municipal Medical Insurance Bureau will include the progress of the special rectification work in the assessment and evaluation of each district and city, regularly dispatch the progress of the special rectification work, and supervise and implement the districts and cities that are slow in progress or perfunctory in their responsibilities through notifications.        

Medical insurance departments at all levels should promptly sort out the progress of special rectification work, fill in the medical insurance fund work statistics table as required, and submit the special rectification work summary report to the Municipal Medical Insurance Bureau before December 15, 2023.
